23 Jun BUDAYA K3 BAGI PERUSAHAAN KONSTRUKSI

[:id]Penerapan Pedoman Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) sesuai Peraturan Menteri PUPR Nomor 5/2014, dianggap masih lemah, sebab masih banyak terjadi kecelakaan kerja di lingkungan proyek konstruksi. Untuk itu, Pedoman Keselamatan dan Kesehatan Kerja (K3), dinilai perlu dimasukan dalam kontrak kerja konstruksi, targetnya Zero Accident. 

Sekertaris Jenderal Kementerian PUPR Taufik Widjoyono dalam arahannya mengatakan, kita ingin kontruksi yang kita bangun bisa aman. “Aman untuk orang disekitarnya maupun aman bagi para pekerja kontruksinya”, kata Taufik.

Menurut Taufik, orang yang bekerja dilapangan terlebih di bidang kontruksi harus dilengkapi dengan alat keselamatan. “Bekerja akan menjadi aneh kalau tanpa keselamatan, dan keselamatan dalam hal ini K3 harus menjadi budaya”, jelas Taufik.

Pemerintah kemudian merilis Surat Edaran Menteri PUPR Nomor 66/SE/M/2015 tentang Biaya Penyelenggaraan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) Konstruksi Bidang Pekerjaan Umum pada tahun lalu.

Dalam surat tersebut, rencana biaya penyelenggaraan SMK3 konstruksi menjadi bagian yang disepakati pada saat rapat persiapan pelaksanaan pekerjaan konstruksi. Dengan demikian, diharapkan tingkat kepatuhan penerapan SMK3 di lokasi proyek konstruksi dapat meningkat.

Hingga 2015, tingkat kepatuhan perusahaan kontraktor nasional terhadap SMK3 baru mencapai 30%. Pemerintah pun berusaha meningkatkan persentase tersebut secara bertahap, dengan estimasi kenaikan mencapai 8% setiap tahunnya, sehingga pada 2019 tingkat kepatuhan dapat mencapai 70%.

Mendukung upaya penerapan SMK3 khususnya di bidang Konstruksi, saat ini Mutu Certification International dalam proses pengajuan tahap akhir untuk menjadi Lembaga Sertifikasi SMK3. Mengingat SMK3 ini merupakan kewajiban dari pemerintah berdasarkan PP 50/2012, diharapkan setiap perusahaan berkomitmen dalam penerapannya.

For that purpose the Guidance for Occupational Safety and Health (K3) is evaluated to be included in construction work contracts as their target is Zero Accident.

The Secretary General of the PUPR Ministry, Taufik Widjoyono in his instructive speech said that we want a safe on an going construction. “Safety for people around the constructions as well as the construction workers”. Said Taufik.

According to him: “All workers in the field especially in construction works should be equipped with safety equipments. “Working is becoming a strange thing if it is without safety and safety means that K3 becomes a culture”. Explained Taufik.

The Government then releases a PUPR Minister Circular Letter number 66/SE/M/2015 regarding the Fees for the Implementations of Occupational Safety and Health Management System (SMK3) for Constructions in Public Works last year.

In the regulations schedule of SMK3 application became part of agreement in the preparations meeting  for execution of construction work, so that it is hoped that degree of SMK3 applicative compliance in the construction project increased.

Until 2015 the compliances of the national contractor companies toward SMK3 was only 30%. The Govt. also tried to increase that number gradually with estimations of increase reaching 8% annually; therefore in 2019 the compliances will be 70%.

Supporting the efforts of SMK3 compliances especially in construction fields, presently Mutu Certification International is in the latest stage of process becoming a SMK3 certification body. Considering that SMK3 is an obligation to the Govt. based on Regulations PP 50/2012, it is hoped that every company commited applications.
